David R. Fraley
David is Managing Director and Co-Founder of Rampart Investment Management. He co-founded the firm in 1983 with Ronald M. Egalka.
As Manager of Marketing and Client Service, David manages Rampart’s client interface initiatives with the firm’s individual clients at Merrill Lynch as well as supporting other broker-dealer relationships.
He has co-portfolio management responsibilities with Ron Egalka for Rampart’s closed end fund sub-advisory business with Eaton Vance and other institutional clients. He is also responsible for new product development and customization of existing investment strategies for specific client needs.
Prior to joining Rampart, David served in a number of management roles with Merrill Lynch Capital Markets in Boston from 1975 through 1983. David originally worked with the Corporate Financial Services Division as the Northeast Regional Manager. He moved on to the position of Northeast Manager for the Institutional Options Department and also directed and performed underwriting for Merrill Lynch’s Colonial Corporate Cash Trust, a dividend capture fund utilizing listed options.
A 1973 summa cum laude graduate of the University of Rhode Island, David earned a Bachelor of Arts degree in Political Science and served four years with the U.S. Navy. He holds registrations 7 (General Securities Representative); 24 (General Securities Principal); and 4 (Registered Options Principal) for Rampart Securities, Inc., a NASD member limited purpose broker/dealer.
David is a frequent invited speaker at industry conferences including the annual Risk Management Conference sponsored by the Chicago Board Options Exchange, the Chicago Mercantile Exchange and the Chicago Board of Trade. He also serves as Chairman of the Board of Visitors at The Bolles School in Jacksonville, Florida.
